    In the US that's called a handcar, as the URL suggests. They were used by railroad track maintenence crews.

    BTW: in the US, a trolley is what some countries call a tram...an electric-powered streetcar.

    Nice 4 bar mechanism, it is looks like a crank-rocker. Interesting example. Same kind of mechanism as your windshield wipers.
