This is a dirt map i've created from a tire picture i've made.
I'm using this with a gradient map in the opacity slot.

something like this?: This texture sits over your tire material, and the gradient is either used to mix the two, or be alpha for the texture, filtering out the non dirt on the texture so only the dirt shows up over the material. Probably some bump involved there also.
Is this understandable? I don't know if this would work well or not, but I'd imaging the material would go something like this.
